Capital Improvements Program

As one of the largest of California’s 73 community college districts, the San Diego Community College District serves approximately 80,000 students annually at its three credit colleges, San Diego City College, Mesa College, and Miramar College, and the seven campuses of the San Diego College of Continuing Education.

The District’s Capital Improvements Program, managed by the Operations, Enterprise Services, and Facilities Division, includes all facility upgrades and site improvements, infrastructure projects, safety upgrades, revitalization initiatives, and future new construction.

Capital planning staff also manage screening and selection of design professionals and contractors, design-build competitions, capital asset renewal, the annual review and revision of the District’s Five-Year Capital Construction Plan, and development and updating of the District’s Facility Strategic Plan, Climate Action Plan, and Strategic Energy and Environmental Plan.

Additionally, the District is in partnership with The Michaels Organization to develop, design, construct, and operate an apartment complex that will provide affordable housing to San Diego City College students. The project is expected to be completed by early 2028.

The District recently concluded its $1.555 billion Propositions S and N construction bond program and is considering placing a bond on the November 2024 ballot.
